Arkansas Legislative Council approves $500,000 fund to help Arkansas TV infrastructure

The Arkansas Legislative Council approved a $500,000 one-time state fund Friday to support infrastructure upgrades for television broadcasters across Arkansas. Gov. Sarah Huckabee Sanders secured the council’s endorsement for the funding request during the meeting held at the state Capitol in Little Rock on June 19.

The allocation aims to address critical infrastructure needs of Arkansas TV stations, ensuring their continued ability to deliver local news, emergency alerts, and public affairs programming. According to sources familiar with the request, the funding will help broadcasters upgrade aging equipment, improve transmission systems, and enhance digital broadcasting capabilities.

Senator Jim Petty, a Republican representing Van Buren, spoke during the meeting to highlight the importance of maintaining robust television infrastructure statewide. As TV remains a vital information source for Arkansans—especially in rural areas and during severe weather events—investments in broadcast technology are seen as essential for public safety and informational access.

The Legislative Council, which oversees interim legislative matters between sessions, evaluated Gov. Huckabee Sanders’ funding request amidst broader state budget considerations. The $500,000 will come from the state’s general revenue funds, earmarked specifically for TV station infrastructure improvements rather than ongoing operational expenses.

The governor’s proposal followed prior reports of broadcasters grappling with increasing costs related to federal mandates, digital transition compliance, and the need to replace or repair aging transmission towers and equipment. These infrastructure challenges have raised concerns about potential disruptions to local broadcasting services.

Arkansas broadcasters also face competition from internet-based streaming services, making modernized infrastructure critical for maintaining service quality and audience reach, particularly in Northwest Arkansas and other fast-growing regions of the state.

Media outlets in Northwest Arkansas, including stations based in Bentonville, Rogers, and Fayetteville, stand to benefit from the improvements facilitated by the new fund. Reliable local broadcast infrastructure enables timely airing of weather warnings, school closings, and community information vital to residents.

Over the past decade, Arkansas TV stations have undergone federally mandated changes, such as the 2009 digital television transition and more recent spectrum reallocation efforts. Such shifts have required considerable technical upgrades, often with limited external financial support.

This new state fund is a targeted response to these ongoing infrastructure demands. By investing $500,000, the state acknowledges broadcast television’s continuing role in public communication alongside emerging digital platforms.

Senator Petty underscored that while streaming and online options are growing, traditional television remains a cornerstone for many Arkansans, particularly in areas with limited broadband access. The $500,000 will therefore help safeguard equitable access to essential local and emergency content.

With Arkansas’ population increasing, especially in Northwest Arkansas, infrastructure investments in local media are part of broader conversations about public service resiliency and information equity in the region.

Gov. Huckabee Sanders has previously advocated for measures aimed at expanding broadband and supporting infrastructure improvements across the state to ensure Arkansas communities remain connected and informed. This allocation fits within that framework by addressing broadcast media infrastructure specifically.

While the Legislative Council’s approval clears the way for the fund’s release, implementation will involve coordination between the Arkansas Department of Commerce and broadcast license holders to prioritize and allocate the money effectively. Monitoring and accountability mechanisms are expected to ensure the funds are used for their intended infrastructure purposes.
