Justin Gregory Carr, a 47-year-old man from Siloam Springs, remains free on a $10,000 bond after being accused of multiple counts of video voyeurism following the discovery of illicit images and video on his cellphone. The allegations center on 11 images and one video of a woman, some of which were reportedly taken covertly under a blanket.
Carr was arrested last week on suspicion of 10 counts of video voyeurism, according to a probable cause affidavit filed in Benton County. Prosecutors have yet to formally file charges as the investigation continues.
This case adds to Carr’s legal history. In October 2023, he was arrested on suspicion of sexual indecency with a child but ultimately pleaded guilty in December 2024 to a lesser charge of indecent exposure. As part of that plea agreement, he was ordered to surrender all his electronic devices and social media accounts to the Benton County Sheriff’s Office for forensic examination.
It was during this examination that investigators found the troubling content on Carr’s cellphone. The affidavit detailed nine covert images appearing to show a woman in bed beneath blankets, alongside a video lasting just over a minute. The material was described as “of concern” in the affidavit but did not indicate any further details about the victim or circumstances.
The intersection of these offenses highlights ongoing concerns in Benton County regarding privacy violations and the unauthorized recording of individuals. Video voyeurism charges carry significant legal weight and penalties, but no formal indictment has been announced yet in Carr’s current case.
As authorities continue their investigation, Carr’s case remains open, with the potential for additional legal action pending. The Benton County Sheriff’s Office did not provide further comment on the status of the investigation or charges.
Residents of Siloam Springs and surrounding communities are reminded of the seriousness of video privacy laws and encouraged to report suspicious behavior to law enforcement.
