The Springdale City Council unanimously appointed Rex Bailey to fill the vacant Ward 2, Position 2 seat on Tuesday, August 11, 2026, until the end of the year. The appointment was made during the council’s regular meeting as members considered candidates to temporarily occupy the seat left open earlier this summer.
Bailey brings prior council experience to the role, having served three previous terms on the Springdale City Council: from 1994 to 1996, 1998 to 2000, and more recently from 2023 to 2024. According to a cover letter submitted with his application, Bailey’s multiple tenures reflect his long-standing involvement in local governance and community affairs.
Before his most recent council term, Bailey was known locally for his small business, Bailey’s Style and Barber Shop, a neighborhood staple. This local connection adds a layer of community ties to his council candidacy, grounding his public service in firsthand understanding of small business challenges in Springdale.
The vacancy arose earlier this year, with previous council member Kevin Flores having resigned in 2022 to accept a position with the U.S. Small Business Administration. Flores, who is also an attorney, served Springdale’s Ward 2 seat from 2020 until his departure. Although Flores was considered for reappointment during the council’s August 11 meeting, the body ultimately selected Bailey for the interim term.
The decision was formalized through two resolutions on the agenda: one to appoint Bailey temporarily, and another to deliberate on Flores’s potential return to council. The outcome underscores council members’ preference for Bailey’s immediate installation to provide continuity in Ward 2 representation, at least through the remainder of 2026.
Ward 2, Position 2 is a key seat on the council in Springdale, which is the fourth-largest city in Northwest Arkansas and continues to navigate growth and development issues. Having an experienced council member like Bailey in the role, even temporarily, is expected to help maintain stability in local policymaking.
Bailey’s appointment complements the recent dynamics within Springdale’s local government, which has seen several shifts in council membership over the past few years. His previous public service experience could prove valuable as Springdale addresses ongoing community concerns that include infrastructure, public safety, and business climate.
