North Little Rock man arrested in 2004 Pulaski County homicide

A North Little Rock man has been arrested in connection with a homicide that occurred in Pulaski County nearly 22 years ago, according to authorities. Montoto Rafael Escalera, 43, was taken into custody Wednesday on a no-bond warrant for his alleged role in the 2004 killing of Michael Dean Williams in Sherwood.

Escalera had already been charged in a separate fatal shooting in Springdale last year. That case, which occurred in October 2023, involved the shooting death of 35-year-old Springdale resident Luis Alberto Pineda-Lara. Escalera was booked into the Washington County Detention Center in February 2024 and has remained there since, pending transfer to Pulaski County.

The 2004 case had gone cold until recently, when investigators with the Sherwood Police Department revisited evidence and identified Escalera as a suspect. Williams, 31 at the time of his death, was found shot in his vehicle in the parking lot of a Sherwood apartment complex on October 19, 2004. The case remained open, with periodic updates from investigators who refused to let it go dormant.

Sherwood Police Chief Kevin Hudson said the arrest was the result of renewed investigative efforts and advances in forensic technology. “This case has always been a priority for our department,” Hudson said. “The family deserves answers, and we’re committed to delivering them, even two decades later.”

Escalera is currently being held in Springdale, but Pulaski County authorities are expected to request his transfer soon. The arrest comes as part of a broader push by the Sherwood PD to re-examine unsolved cases using modern investigative tools and renewed witness cooperation.

Williams’ family, who had waited years for a break in the case, expressed relief at the news. “It’s been a long time coming,” said Williams’ sister, who asked to remain unnamed. “We never gave up hope that someone would be held accountable. We’re grateful to the Sherwood Police for not forgetting about Mike.”

The 2023 Springdale case involving Escalera is still moving through the legal system. He is charged with capital murder in the shooting of Pineda-Lara, who was killed during what witnesses described as a road rage incident on South Thompson Street. That case has seen multiple court dates, and prosecutors are now preparing for trial.

Washington County Prosecuting Attorney Dan Shuey said the pending Pulaski County charges don’t impact the Springdale case timeline. “We’re coordinating with Pulaski County on the transfer, but our focus remains on ensuring justice for Mr. Pineda-Lara and his family,” Shuey said.

Escalera’s arrest underscores a quiet but growing trend in Arkansas law enforcement: reopening cold cases with fresh eyes and better tools. In recent years, several older homicides in the region have seen new developments thanks to improved DNA analysis, digital forensics, and renewed community tips.

For families like Williams’, the arrest is more than just a legal milestone — it’s a long-awaited step toward closure. “We’ve lived with this pain for over two decades,” Williams’ sister said. “Now, maybe we can finally start to heal.”
