Jury approves plan for Dickson Street student housing project, reversing council decision

Washington County Circuit Court jurors reversed the Fayetteville City Council’s decision to reject a proposed student housing development on Dickson Street Thursday, siding with the property’s developer, Trinitas Ventures of Lafayette, Ind. Eleven out of 12 jurors granted approval of Trinitas’ development plan for a seven-story, 611-bedroom student-oriented housing complex proposed at the southwest corner of Dickson Street and Block Avenue. The reversal comes after the City Council voted 5-3 in summer 2025 to reject the same proposal. City officials cited traffic safety concerns as the primary reason for the denial. The case went to trial earlier this week. Jurors heard two days of testimony and reviewed exhibits presented by both the city and the developer before reaching their decision on Thursday. State law allows a developer to appeal a development plan denial to Circuit Court, a process known as a petition for appellate review. Thursday’s ruling means the development plan has moved forward in the approval stages, though the entire project is subject to future permitting requirements.

The administrative approval of the development plan clears one hurdle for the project, but Trinitas Ventures and the property’s owner remain involved in a separate legal battle. The parties are currently contesting the ownership or lease terms of the land, which they pursue independently of the Thursday’s jury verdict. The project has been a focal point for discussion regarding growth and infrastructure in Northwest Arkansas. Housing density on Dickson Street and surrounding blocks remains a frequent topic among residents during the city’s comprehensive plan discussions. Trinitas Ventures, based in Indiana, has invested in student housing markets across the Midwest. The proposed complex is designed to accommodate residential capacity for a nearby university, a trend seen in the Arkansas market as housing stock adjusts to enrollment numbers. News of the jury’s decision is expected to draw input from neighborhood associations. The Dickson Street area is a key commercial and transit hub for the region, with ongoing dialogue regarding how increased density impacts local traffic patterns and parking availability.
