Holtmeyer challenges Carr in Rogers state House District 15 race

Daniel Holtmeyer announced his candidacy for Arkansas State House District 15 on Tuesday, setting up a rematch against two-term incumbent John Carr.

Holtmeyer, a local business owner, filed paperwork with the Arkansas Secretary of State’s office to challenge Carr, a Republican whose name appears on the ballot to seek a fourth term representing the district that stretches through Rogers and parts of Springdale.

Holtmeyer owns and operates Phantom Valley Coffee Roasters, a Rogers staple that opened its doors to serve a coffee culture that has quietly grown over the past decade. His entry into the race signals a shift in the political dynamics of a district that sits on the cusp of the state’s economic surge.

“The state needs to change course,” Holtmeyer said, according to a report from the Northwest Arkansas Democrat-Gazette.

The campaign brings the typical friction of an incumbent versus an outsider to the Rogers political table. Carr has maintained a presence in the legislature for eight years, using his time in Little Rock to serve on the House Revenue and Taxation Committee and the Insurance and Commerce Committee.

Holtmeyer’s platform as a challenger is rooted in his professional life. Running a business in Northwest Arkansas means navigating a unique set of economic pressures—rising costs of goods, changing labor markets, and the specific fiscal realities of a state with a burgeoning tax base but uneven distribution of resources. It is a different perspective than one cultivated inside the glass corridors of a legislative office building.

Rogers has cultivated its own rhythm in recent years. From the buzzing late nights at The Railyard to the quiet, sun-drenched drives around Lake Leatherwood, the city maintains a distinct identity separated from its northern neighbor, Bentonville. District 15 reflects this blend, cutting through subdivisions and commercial corridors that serve the local workforce rather than just the corporate commuters.

Carr’s supporters view his tenure as stability. Eight years of voting records and committee assignments offer a roadmap for voters who prefer a track record
