The Elkins Police Department is investigating an allegation of sexual assault between students on a school bus earlier this month, according to officials.
The incident reportedly took place on May 8, and came to light after a parent in the Elkins School District emailed Superintendent Jeremy Mangrum over the weekend. That parent, expressing concern about how the situation was handled, copied multiple news outlets — including the Northwest Arkansas Democrat-Gazette — on her message.
Elkins Police Chief Bryan Watts confirmed Monday that the department is aware of the allegation and is actively investigating. “We are aware of it, and we are investigating it,” Watts said.
Superintendent Mangrum did not comment directly on the specific allegation when reached by the Democrat-Gazette, but he did outline the district’s standard process for handling misconduct claims. “Generally speaking, all allegations of misconduct are fully investigated and, if warranted, consequences are rendered in accordance with district policy,” Mangrum said in an email.
The parent who raised the issue publicly did not share further details in her initial message, but her decision to copy local media sparked attention across the community. Some residents have since taken to social media to voice concerns about student safety during school transportation.
Elkins schools rely heavily on bus transportation, especially in a district where many families live outside the town limits. The district operates more than 30 routes daily, moving roughly 1,600 students to and from school.
Neither the police nor the school district has released the age or grade level of the students involved, citing ongoing investigations and federal privacy laws. The Arkansas Department of Education also declined to comment on whether it has been notified of the incident.
Some parents say they weren’t informed about the situation until learning about it through the news. One mother, who asked not to be named, said she wants clearer communication from the district moving forward. “We trust them to get our kids to school safely. When something like this happens, we need to know,” she said.
Local child advocacy groups say it’s not uncommon for school-based incidents to spark broader conversations about prevention and response. “These situations are deeply concerning, especially when they involve children,” said a spokesperson from the Northwest Arkansas-based nonprofit Bridges to Success, which works with youth and families in Washington County. “It’s important that investigations are thorough and that systems are in place to protect every student.”
In 2023, the Elkins School District updated its student code of conduct to include clearer definitions and protocols around sexual harassment and assault. The changes came after a review of district policies prompted by community feedback.
Police investigators have not yet indicated whether the case will be referred to the Washington County Prosecutor’s Office. Typically, such decisions depend on the age of the individuals involved and the nature of the allegations.
For now, Elkins school buses continue to operate under the same supervision as before, with drivers responsible for maintaining order and reporting any incidents. Some parents say they hope this case leads to additional oversight or training for bus staff.
The Elkins Police Department says it is working closely with school officials but has not shared a timeline for completing the investigation.
